Government stubborn over home info packs

Government MPs voted to reinstate plans for compulsory home information packs (HIPs) on Monday after Tory-pressurised peers had last week rejected the scheme and tried to make the packs voluntary.

Housing Minister Keith Hill told MPs the government was determined to give consumers a real chance of change. This would not be achieved through voluntarism and good will alone, he said, adding that it was clear the current system was not working properly.

Aborted sales were a "nice little earner" for some people, said Hill, but could not be afforded by hard-working families. "Hundreds of thousands of people every year are put through the wringer because of the inadequacies of the current system," he said.

Mondays vote in the commons means the Housing Bill will now be returned to the House of Lords.

National Association of Estate Agents said they expected such a reversal but hoped the government would make concessions to "maintain the historic consumer right of day one marketing which we believe is crucial to the health of the housing market."
