Tax proposals by the Liberal Democrats would penalise the 'environmentally damaging' and reward by the poor, the party has revealed.
The proposals would see the 10p income tax band abolished - taking two million people on low incomes out of tax altogether - and the basic rate cut by 2p.
The scheme would also take another 1.3 million workers out of the 40% top rate by raising the upper rate to £50,000.
Altogether the plans - described as "fairer, greener, simpler" in the Liberal Democrats' tax commission report - are said to be equivalent to cuts of £18bn a year.
Liberal Democrat Shadow Chancellor, Dr Vince Cable MP said: "The tax changes totalling £18 billion a year are the most progressive policies proposed any party in recent history. This is achieved without raising overall levels of taxation."
"The changes in income tax will make the system fairer for those on low and middle incomes. Specifically this will benefit the vast majority of pensioners, key public sector workers and young professionals."
"These tax cuts for the majority will be paid for by the wealthy and those with environmentally damaging lifestyles."
The tax review is the result of a long-term policy review within the Liberal Democrat party which began after the party achieved disappointing results in last year's general election.
